Depends on the original PDF. Sometimes it’s as simple as cropping out the whitespace in the margins (which Acrobat Pro can do, or some freeware programs).
If the original fills most of the letter-sized page, cropping or resizing won’t work. The options are:
use a program to convert it to something else (like a Word doc or an HTML file), and then edit that, and convert that back into a PDF at the new size, or
Make sure it’s got accessibility tags, and read it on the Sony on larger than the "S" setting; the M or L settings might reflow the text to a readable size. (This won’t work if it’s got too much formatting in the original, or if there are hard returns at the line breaks.)
