MOST CELLPHONES THEME MAKING TOOLS ARE FREE!

1. mTC (my Theme creator):
It requires Java Run-time Enviorment , it got lot of options (it can confuse u if u are new at it) and it support all SE + few Nokia Phones!

    try using http://www.zedge. (com or net) internet usually redirects to correct one. you can upload pictures choose colors and upload songs to create your own personalized theme.
