I just bought a second-hand playstation 2, and a new official Sony 8MB memory card. It works perfectly with some games, but with others, it says 'insert memory card' and doesn't recognise that the card is already in the slot. I am inserting it in card slot 1, and have also tried formatting it. Does anyone know where the problem lies?

Most game stores will sell you "refurbished" systems. The allure is that you get a platform for about half of new. Most of the time it comes with an "As Is" warranty. If Slot 1 is damaged, you can try to bring it back for another refurbished PS2.
I have one of the first PS2's and it still runs good. There are three parts to the slot. Left has three prongs, the middle has three prongs, and the right has two prongs. All of them should be at the top of the slot. To view the inside of the slot, place a pencil to the far left of the slot to open the slot's door. If any of these points are damaged, it may cause the memory card to read sporadically.
The only other thing that I can suggest is to see if your Slot 1 connection is dirty. It is very hard to get anything inside the slots to clean them. The Game Store may be able to clean them … for a fee.
I was able to find a site that shows you, step by step, to take apart your PS2. Although it talks about fixing disc errors, you will be able to access the slot ports alot easier if you follow the disassemble instructions. If you do decide to take your PS2 apart, it will more than likely void any warranty or return policy.
